Procedural fraud and false expert report for inducement, one arrest

COSENZA - On the morning of Monday, October 27, 2025, the Carabinieri of the Cosenza Provincial Command executed the precautionary house arrest order issued by the Preliminary Investigations Judge of the Cosenza Court against a suspect based on the deemed existence of serious circumstantial evidence regarding multiple crimes of material forgery committed by a private individual in a public document, procedural fraud, and false expert report by inducement. The precautionary measure was adopted at the request of the Cosenza Public Prosecutor's Office, following a detailed investigation conducted by the Carabinieri of the Provincial Command - Judicial Police Section of the Cosenza Public Prosecutor's Office. The investigation was initiated following a report from magistrates of the Labor Section of the Cosenza Court regarding several allegations of procedural fraud committed in order to obtain social security or welfare benefits, such as disability benefits and companionship benefits for disabled civilians.

Civil disability and/or attendance allowance

The in-depth investigations, conducted by the Carabinieri, coordinated by the Cosenza Public Prosecutor's Office, utilized traditional methods as well as wiretaps and interceptions. The evidence obtained allowed—during the preliminary investigation phase, which requires further cross-examination of the parties—to identify a proven system. This system, through the use of artificially fabricated medical documentation attached to numerous appeals filed with the Cosenza Civil Court, Labor Section, was designed to mislead the expert appointed by the judge to assess the health conditions of the appellants. The expert's purpose was to obtain social security and/or welfare benefits, such as disability and/or attendance allowance, for the benefit of the appellants who turned to the suspect under precautionary measures.

Emergency precautionary seizure order

At the same time, an emergency precautionary seizure order, issued by the Public Prosecutor, is being executed for a total of €1,554,763.94, for social security benefits alleged, at the current stage of the investigation, to have been improperly received by numerous individuals who had contacted the suspect subject to the personal precautionary measure, who worked at a welfare organization to obtain these benefits. The emergency precautionary seizure order must be promptly submitted to the investigating judge for his assessment with a view to validating and adopting the seizure order. Concurrently, searches are being carried out on other suspects. The proceedings to ascertain the alleged criminal offenses are still in the preliminary investigation phase.
