PAVIA – In the early hours of the morning of Tuesday, November 4, 2025, the Carabinieri Special Operations Group, in collaboration with the military from the Milan and Pavia provincial commands, executed a precautionary detention order against a minor, issued by the Preliminary Investigations Judge of the Milan Juvenile Court at the request of the Juvenile Prosecutor's Office. The boy, of Tunisian origin and resident in the province of Pavia, became self-radicalized in 2024 by joining a structured international cyber network dedicated to the propaganda of jihad and martyrdom. As part of his self-training, the minor had obtained several manuals for the construction and assembly of explosive and incendiary devices using readily available substances, expressing his desire to fight in a conflict zone. The suspect has been charged with the crimes set forth in Article 270 bis of the Criminal Code. 2 Participation in an organization for terrorist purposes and art. 414, paragraph 4 Incitement to commit a crime, aggravated by the use of IT and telematic tools and related to terrorist crimes.

Dissemination of Jihadist propaganda multimedia content

As part of the same operation, a personal and local search was also carried out on a minor of Egyptian origin and resident in Milan, who was part of the same radicalized online group. The operation builds on a complex investigative effort begun in October 2024, during which a network of internet users, including international ones, was identified on social media, dedicated at various levels to disseminating jihadist propaganda media , primarily related to the Islamic State (ISIS), with the aim of recruiting young people to be sent to conflict zones. In this context, several social media profiles were identified, used by the suspect for the relentless publication and promotion of clearly jihadist-oriented media content, characterized by clear apologia for prominent and recognized Islamic terrorists.

Furthermore, significant contacts emerged between the suspect and other individuals, some of whom had already been arrested for terrorism-related crimes, for disseminating jihadist propaganda online inciting violence. The minor himself, actively participating in the radicalized network, incited others, including minors, to swear allegiance to the Islamic State, following his example. The criminal proceedings are still in the preliminary investigation phase; in accordance with the principle of the presumption of innocence, the responsibility of those under investigation will be definitively established only upon final conviction.
